PANC is a professional organization open to all North Carolina public school professional staff members who spend the majority of their time on personnel administration. Examples of administrative activities include: staffing the school system; managing systems of performance evaluation, employee training, salary plans, receipt and relief of employee grievances; developing and monitoring personnel policies; and overseeing compliance with laws and regulations governing employment. Personnel responsible for staff development who serve under the direct supervision of a public school personnel administrator, and college or university faculty in the area of school personnel administration are eligible for membership.
A Steering Committee, elected by the members attending the annual Spring conference provides for coordination with the State Board of Education, Department of Public Instruction, Personnel Commission of the North Carolina Association of School Administrators, and other bodies and as liaison of information giving and gathering within their individual educational districts. The Steering Committee is composed of twelve members, one from each of the eight State Board of Education Representation Districts and four members at large.
